Russian Ministry of Communications suggested that software sold by foreign companies through its Russian subsidiaries may be registered in the Register of Russian software.
If the software is registered in the Register, it may be purchased by Russian state authorities and allows its developers to enjoy a 0% VAT rate since 2021. Currently only Russian companies with Russian beneficiaries could be registered in the Register.
Foreign software registered in the Register shall however be available in Crimea and the city of Sevastopol.
Ministry of communications also promotes other improvements that will speed up and facilitate registration in the Register.
