Russian Health Ministry has confirmed that foreign citizens are entitled to receive medical assistance free of charge.
Foreign citizens that have a temporary or permanent residence permit are subject to compulsory medical insurance and may get emergency and elective medical care for free same as Russian citizens.
Foreign citizens that do not have a residence permit get emergency medical assistance free of charge. Elective medical care is provided based on a medical insurance or a medical service contract.
