Without a work permit he\/she may also not be registered as a CEO in Russian trade register (even if the subsidiary is not active). The penalty could be up to EUR 13.000 with administrative suspension of the company\u2019s activities and deportation of the foreign employee.<\/strong><\/p>\n<h3><strong>GENERAL<\/strong><\/h3>\n<p>Foreign employees are generally allowed to work in Russia only under a work permit. The most popular and easy-to-go is a work permit for a so called \u201chighly qualified specialist\u201d (<strong>HQS<\/strong>).
